Critiques
This artist has an impressive technique of painting. The way she applies the color tones of an astonishing vivacity to the design. I can say that Dragon seems almost true.
The great amount of detail ensures a great view and pleasant.
I'm a really dragon lover, then, I just can say: Keep going with your impressive work. Im your fan and you deserved a lot of views and MOAR fans.
In this work I can not see, but the only thing you miss is the anatomy. I notice some problems of perspective and proportion, but a little practice give you good skills. What matters is that work so well colored deserves to be recognized.

Vision: I personally really like the vision on this image. The background is kind of bland, but the amount of detail in the figure more then makes up for that, and I suppose a really detailed background might distract from that...he is kinda floaty though.
Originality: Despite it being someone else's oc, I still think it is quite original, you took another person's idea and really managed to give it your own style and flair. I especially like the eyes, they really stand out, even if they weren't particularly noticeable on the ref.
Technique: Once again, I really like how your style works on this character, the feathers and scales blend together well without appearing as an awkward juxtaposition of species, especially along the head where they really work well with the horns. I do think the balance is just a wee bit on the right, if it were hanging on a wall I might be afraid it'd tilt over, so to speak.
Impact: Aside from the slight tiltiness, the impact is very dramatic, those warm golds and browns work well with the blue background...and since blue and gold are royal colors, it lends it a very regal appearance, quite appropriate for an eagle, or a dragon.
